All applications for permission to enter (diplomatic clearance) for state vessels must be sent to the Swedish Coast Guard. State vessels are vessels that are owned or used by a state, for example training vessels, research vessels or vessels that are not warships.

Foreign state vessels that will take part in environmental rescue services at sea, or in exercises for such operations, in Swedish territorial waters need special permission to enter. The Coast Guard is responsible for applying for permission to enter for vessels that have been reported to the Coast Guard.

The Coast Guard decides on permits for marine scientific research within Sweden's Exclusive Economic Zone (EEZ). A permit is also required if foreign nationals will carry out research in the Swedish economic zone.
